Abstract

Indonesia is a country that is based on State law (rechtstaat), and not based on power alone (machtstaat). As a law-based State authorities any actions should be based on law - the law applies. In Indonesia UUD 1945 is a basic guideline for the govemment in canying out its power, one of the most important components in UUD 1945 is the obligation ofthe govemment in realizing the Rights and Welfare ofthe People Citizen. Welfare and rights ofthe citizens needs to be fought by the govemment can be attributed to many things, both in the fleld of education, economic, social, cultural, and health. In carrying out the mandate of UUD 1945 in the field of health, South Sumatra provincial govemment issued a policy of Free Medication Programs for the people of South Sumatra Province. Hopefiilly with the program, the Govemment of South Sumatra Province can realize Civil Right in the health sector, only - for the sake ofrunning is mandated in UUD 1945 Keywords: Civil Right, Jamsoskes Sumsel Semesta
