Abstract

The research in this thesis is motivated by phenomena that occur in Indonesian maritime region. Indonesia is an archipelagic country that has a wealth of marine biodiversity, so there are many marine threats that occur such as illegal, unreported, unregulated fishing (IUU fishing). as one of the countries that has rich marine biodiversity and is an archipelagic country, Indonesia is involved in UNCLOS (United Nations Convention on the Law of the Sea) 1982. In UNCLOS 1982 there is no law regarding the protection of marine biodiversity beyond national jurisdiction. This research was carried out to determine the implementation of Indonesian maritime diplomacy on the issue of Marine Biodiversity Beyond National Jurisdiction (BBNJ). In this research, researchers analyzed Indonesia's maritime diplomacy strategy in protecting Indonesia's marine biodiversity. To analyze this strategy, researchers used Christian Le Mière concept of maritime diplomacy, which consists of persuasive diplomacy, cooperative diplomacy, and coercive diplomacy. Based on research results, Indonesia focuses on persuasive diplomacy and cooperative diplomacy. With the legal basis for BBNJ, marine biodiversity in wild under state jurisdictionis better protected and the state the rights and authority over marine biodiversity beyoond state jurisdiction.
