Abstract

The role of agricultural extension workers for farmers in the implementation of Good Agricultural Practices (GAP) horticultural farmers is improving the mindset of farmers through the implementation of GAP extension horticulture. The implementation process of agricultural extension can be run properly if it is supported by the professional and reliable extension worker, extension materials, flown constantly, correct counseling implementation system by proper counseling method of the polyvalent extension management. The purpose of this study are (1) to describe the condition of GAP in Bangka Belitung Province, (2) analyzing the competence of agricultural extension to meet the ideal conditions of the extension in Bangka Belitung, (3) to analyze the performance of agricultural extension is based on the aspects agricultural extension system and extension of competence, as well as its contribution to the development of GAP in Bangka Belitung. This research was conducted in Bangka Belitung Province, namely in three districts of 7 districts / cities in Bangka Belitung province. Locations were selected purposively namely Bangka, Bangka Tengah and Bangka Selatan Regency with the consideration that the district has established appropriate institutional counseling UU No. 16 of 2006 and has the largest extension in Bangka Belitung. This study used survey method and sampling conducted in the probability, that a stratified random sampling with a total sample of 125 agricultural extension and to the needs of the data supporting the research, involving 100 farmers trained by agriculture extension selected as samples , The data collected is then analyzed using SEM (Structural Equation Model) with the program LISREL 8.30 (Linear Structural Relationships). The results showed the implementation of Good Agricultural Practices (GAP) in the province of Bangka Belitung has not run optimally because the farmers have not understood the concept and understanding of GAP and SOP properly , lack of education and socialization activities on GAP and SOP to horticultural farmers, apart from the results agricultural products produced by farmers is still oriented to meet the needs of domestic and export-oriented local market yet, the application of GAP and SOP less well guarded, so less response by farmers and entrepreneurs engaged in agribusiness. Extension characteristics, motivations, attitudes, knowledge and education skills have real effect on improving the competence and performance of agricultural extension. The strategy for improving the performance of agricultural extension done with facilitation approach through a strategy of enhancing the competence of educator, strengthening extension characteristics, increased motivation extension, extension attitude improvement, improving skills and knowledge extension and improvement of agricultural extension systems. Agricultural extension policy 4 Universitas Sriwijaya makers need to improve the competence and performance of extension agents to develop the implementation of Good Agricultural Practices (GAP) in Bangka Belitung. It needs to restructure the agricultural extension system that includes improving the quantity and quality of agricultural extension education facilities and infrastructure by increasing increase the budget for education that have an impact on improving the performance of agricultural extension.
