Abstract

This research is motivated by The elderly age life expectancy to elderly population in South Sumatera. It must be accompanied by an old salary for social welfare especially. of health services the study aimed to identify the improved welfare policy in the field of health care for elderly Tresna Werdha Warga Tama in social institutions. Methods used in this study was a qualitative methodology. Technique data collection was undertaken through in-depth interviews, documentation and observation. Theory used in this research is a Theory Ripley and Franklin, where the implementation of this policy could seen than three dimensions, that can be seen from the level of function; the routine; and performance impact on policy and implementation. Based on the research shows that he implementation in the welfare improvement policy on health care for elderly residents in Tresna Werdha Warga Tama has been social institutions, but not yet in full. The conclusion of this research is in the process of the implementation of increase social welfare of in the field of health care for elderly in social house Tresna Werdha Warga Tama not run maximally , it was because in its implementation does not work in conducive caused human resources less , facilities the less supportive and accumulation of duty hold by nurses as Implementing policy. This research give advice with the clear rules expected in the provision of the service of health care for elderly been accompanied with regulations , because there are still many found obstacles so suggestions diberiakan is to enhance the number of nurse so that it can be optimal and increase the provision of health services elderly especially elderly who are in social house tresna werdha residents of all play an active role good as the subject or object policy .
