Abstract

This study aims to examine the Implementation of Security and Order of Regional Property based on Regional Regulation Number 2 of 2018 (study at the Regional Financial and Asset Management Agency of the South Sumatra Provincial Government). The theory used is the Implementation model of Donal van Meter and Carl van Horn's policy which consists of six variables: Policy Standards and Objectives, Resources, Characteristics of the Implementing Organization, Disposition or Attitude of the Implementers, Inter-Organizational Communication, Social, Economic and Political Environment. The research method used is a qualitative descriptive method. Data were obtained through interviews, observations, and documentation studies. The results of the study analyzed with the framework of thinking from Donal van Meter and Carl van Horn showed that the support of basic operational facilities and infrastructure had been met, in addition to support from law enforcement officers in implementing the security and order of Regional Property. On the other hand, several obstacles that arise in the implementation of the policy of Securing and Controlling Regional Property are influenced by many factors, budget support that is not yet optimal, weak proof of ownership as a result of weak documentation and documentation regulations, lack of sense of responsibility from some heads of Regional Apparatus Organizations towards the management of Regional Property, as well as the still minimal awareness of the community and former officials who use goods who still want to use Regional Property that is not in accordance with applicable regulations, thus creating obstacles in the implementation of Securing and Controlling Regional Property.
