Abstract

Masalah narkoba merupakan tantangan serius yang dihadapi kawasan Asia Tenggara, terutama karena peran wilayah Golden Triangle sebagai pusat produksi dan distribusi narkotika. Sebagai organisasi kerja sama regional, ASEAN memiliki goals untuk mencapai Drug Free ASEAN dan telah meluncurkan berbagai kebijakan, termasuk The ASEAN Work Plan on Securing Communities Against Illicit Drugs 2016-2025 yang merupakan work plan lanjutan dari yang sebelumnya yaitu, ASEAN Work Plan on Combating Illicit Drug Production, Trafficking and Use 2009 – 2015. Work plan ini merupakan bentuk evaluasi lanjutan ASEAN dikarenakan hasil work plan periode sebelumnya kurang efektif atau bisa dikatakan buruk dikarenakan semakin parahnya situasi narkoba di kawasan tersebut, terutama karena meningkatnya peredaran metamfetamin dan zat psikoaktif baru yang telah teridentifikasi. ASEAN perlu melanjutkan work plan sebelumnya dengan evaluasi dan pembaruan yang mencerminkan dinamika keberlanjutan dalam periode terbaru. Konsep Kebijakan Publik, menurut Hayat, dijadikan alat untuk menjawab dinamika yang terjadi. Metode penelitian yang digunakan yaitu metode kualitatif yang bertujuan menggambarkan fakta terhadap penelitian. Data penelitian didapatkan dan dikumpulkan lewat studi Pustaka seperti buku, data elektronik, laporan, hingga portal website resmi. Lalu hasil penelitian menunjukkan selama keberlanjutan work plan 2016-2025, berbagai proses telah berlangsung. Pada Mid-Term Review work plan menunjukkan dinamika yang terjadi, dengan menunjukan kemajuan signifikan melalui pembaruan yang dilakukan. Hasilnya, hampir seluruh work plan telah diimplementasikan oleh Negara Anggota ASEAN. Hal ini menjadi pertimbangan bagi ASEAN dalam menjalankan, melanjutkan, dan memperkuat implementasi program-program yang telah dirancang.
