Abstract

This study aims to analyze the negotiation strategies employed by Indonesia in the Indonesia-Korea Comprehensive Economic Partnership Agreement (IK-CEPA) negotiations using Economic Diplomacy Theory and International Negotiation Theory. Indonesia's negotiation strategies are categorized into three main approaches: collaborative (win-win) strategy, confrontational (win-lose) strategy, and pragmatic strategy. This research employs a qualitative method with a descriptive approach. Data were collected from secondary sources such as official government documents, reports from international organizations, scholarly journal articles, and relevant books. The findings indicate that Indonesia's negotiation strategies reflect a balance between national interests and the need for bilateral economic cooperation. The collaborative strategy is used to achieve mutually beneficial agreements through the identification of shared needs, transparency in negotiations, and fair benefit distribution. The confrontational strategy is applied to strengthen Indonesia’s bargaining position, particularly in protecting sensitive domestic sectors. The pragmatic strategy is implemented with a flexible approach to negotiation dynamics, including strategic compromises to achieve optimal outcomes. This study emphasizes that Indonesia's negotiation strategies in the IK-CEPA negotiations play a crucial role in securing agreements beneficial to both countries, particularly in trade in goods and services, investment, and human resource development. The sustainability of this agreement's implementation depends on the effectiveness of supporting policies.
