Abstract

The Rohingya ethnic group has been residing in Myanmar, specifically in Rakhine State, since the 8th century. Conflict with other ethnic groups began in 1870 when Burma emerged, and escalated after Burma forced the Rohingya to leave their land during an economic recession. In 1962, Myanmar’s military junta implemented discriminatory policies against the Rohingya. The 1982 Citizenship Law stripped them of their citizenship, limiting their rights to land, education, employment, as well as their freedom to move and marry. As a result, the Rohingya began migrating to neighboring countries. In 2015, Malaysia, Thailand, and Indonesia accepted them, despite their illegal status. However, on April 16, 2020, Malaysia changed its stance by conducting a push-back against boats carrying Rohingya, due to increased security concerns. This research analyzes the factors of the Security Dilemma that led to Malaysia's shift in policy towards Rohingya migrants, using Posen's Security Dilemma theory, which includes four dimensions: anarchy, uncertainty, inter-group attachment, and economic vulnerability. The research uses a descriptive qualitative method, with data obtained through literature studies and relevant sources. This study aims to identify the factors of the security dilemma experienced by the Malaysian government in dealing with Rohingya immigrants, which led to a change in the Malaysian government's stance.
