Abstract
Compliance with payment of National Health Insurance (JKN) contributions is an important component in maintaining the sustainability of the JKN program. In Sukarami Sub-district, there is a high number of independent non-wage earner (PBPU) JKN participants who do not pay their contributions, totaling 13,860 participants. This study aims to identify the determinants of non-compliance in the payment of contributions for JKN participants in the Independent Non-Recipient Worker (PBPU) segment in Sukarami District, Palembang. This study is a quantitative study with a cross-sectional design. Sampling using purposive sampling technique with 161 respondents. The results of univariate analysis showed that the sample distribution of respondents was predominantly compliant with JKN contribution payments (65,2%), had low knowledge (60,2%), had higher education (75,8%), had a job (87,6%), had less income (68,3%), had a poor attitude towards the JKN program (64,6%), did not have family support (62,7%), and unhealthy health status (66,5%). Determinants associated with noncompliance in paying JKN contributions included knowledge (p=0,000), education (p=0,000), employment (p=0,001), income (p=0,000), attitude (p=0,000), and health status (p=0,028). However, family support (p=0,577) was not associated with noncompliance in paying JKN contributions. Suggestions that can be given to the local government, namely the formation of an organization containing UMKM partners in Sukarami District in order to provide a forum for training and facilitating community creativity and business, in order to provide employment and income for paying JKN contributions.
