Abstract

pelaporan kerjasama daerah penting unruk efektivitas dan transparansi pemerintah, namun tingkat kepatuhan pemerintah daerah masih rendah. penelitian ini mengevaluasi kepatuhan serta faktor yang mepengaruhi keterlambatan pelaporan menggunakan pendekatan kualitatis melalui wawancara, observasi, dan dokumentasi. hasilnya menunjukkan bahwa keterbatasan sumber daya manusia, kurangnya pemahaman regulasi, serta lemahnya pengawasan dan saksi menjadi kendala utama
