Abstract
Household industries in urban areas, such as the tempeh industry, have high production activity and the potential to pollute the environment. One example is the Plaju Bersinar Tempeh Production Area, where most of the wastewater is discharged directly into drainage channels without any treatment. This study aims to identify production stages that do not meet quality standards, analyze community behavior in managing waste, and formulate an appropriate wastewater management model and policy using the Interpretive Structural Modeling (ISM) method. Data collection was conducted in RW 02, Plaju Ulu Subdistrict, Plaju District, Palembang City, and laboratory testing of tempeh wastewater was carried out at the Palembang Center for Public Health Laboratory in the period from July 2024 to May 2025. This study uses a mixed-methods approach to comprehensively understand the research subject. The quantitative method is used to measure wastewater parameters (BOD, COD, TSS, and pH) and analyze the relationships among elements using ISM. The qualitative method is used to examine the behavior of tempeh artisans in managing liquid waste. The results show that most stages of tempeh production generate wastewater with pH, BOD, COD, and TSS levels that exceed the regulatory limits. In addition, 81% or 24 tempeh producer still discharge wastewater directly into drainage channels without any treatment. The proposed liquid waste management model includes strengthening formal education such as training programs for the regeneration of tempeh artisans and collaboration with academic institutions to develop waste treatment innovations improving the artisans‘ welfare through product diversification and the sale of products derived from wastewater, and establishing regulatory standards through the development of a wastewater treatment guideline book and regular discussions with environmental experts for ongoing evaluation.
