Abstract

Deforestasi di wilayah Amazon merupakan tantangan lintas negara yang kompleks dan mendesak, menuntut mekanisme kerja sama yang terintegrasi. Penelitian ini membahas kerangka kerja Amazon Cooperation Treaty Organization (ACTO) dalam menangani deforestasi Amazon tahun 2022–2024. Penelitian ini menggunakan konsep Cross-Boundary Governance berbasis empat dimensi: space, stakeholder, scale, dan function. Penelitian ini menemukan bahwa ACTO mengintegrasikan mekanisme kerja sama multi-level dan multi-sektor untuk mengatasi tantangan spasial seperti ketidaksesuaian batas administratif dan ekologi, memperkuat kolaborasi antar aktor negara dan non-negara, serta mengembangkan fungsi-fungsi lintas sektor seperti konservasi keanekaragaman hayati dan pengelolaan jasa ekosistem. Studi ini menunjukkan bahwa model Cross-Boundary Governance dapat memperkuat efektivitas kerangka kerja ACTO dengan mendorong integrasi spasial, partisipasi pemangku kepentingan yang lebih luas, dan mekanisme fungsi lintas sektor yang lebih dinamis untuk mengatasi deforestasi di Amazon. Kata kunci: ACTO, deforestasi Amazon, Cross-Boundary Governance, pengelolaan hutan berkelanjutan, kerja sama regional.
