Abstract

The City of Muara Enim Kios and Los Market Retribution Withdrawal Policy is in the background with many violations committed by the market traders of Muara Enim City in accordance with Muara Enim Regency Regional Regulation No. 6 of 2011 concerning Public Service Retribution (Market Service Retribution). This thesis aims to find out how the Implementation of Local Regulation No. 6 of 2011 concerning Market Service Service Retribution in Muara Enim City. This study uses descriptive qualitative research methods. This method is used to examine objects by describing an existing problem by recording, determining, classifying, and analyzing data obtained from data sources. Data obtained through primary data is through interview observations made with related informants. Secondary data is obtained through documents or regulations relating to Muara Enim City Market Levy. This study uses the theory of implementation stages according to Riplay & Franklin. Analysis of the data used is an interactive model that is data reduction, data presentation, and conclusion drawing. Based on the results of the research, it can be seen that the Implementation of the Kiosk and Los Market Plot Retribution Policy in the City of Muara Enim has not been well implemented, seen from the dimensions of compliance, routine functions, and performance and impact. Among the lack of compliance from market traders in paying the levy on kiosks / losers and lack of firmness from the Disperindag (UPTD Pasar) in giving sanctions to traders who violated the regulations. It is better if the Disperindag must be more strict with traders who do not comply with these regulations.
