Abstract

This study analyzes the implementation of multi-track diplomacy in the development of international tourism through a case study of the Kubro Pilgrimage in Palembang, an annual religious pilgrimage tradition involving thousands of participants from within and outside the country. Using a qualitative approach and interviews, this study focuses on two tracks in multi-track diplomacy according to the Diamond and McDonald concept, namely Track One (Government) and Track Seven (Religion). The findings show that Track Seven has a strong dominance as the pioneer and main organizer of the event, while Track One plays a strategic role in providing facilities and promotion. The Palembang City Government, through various related agencies, also supports the sustainability of the event by providing logistics, media publications, and integration into the city’s tourism agenda. However, both face challenges, such as budget constraints, coordination constraints, and limited international promotional reach. This study emphasizes the importance of cross-actor collaboration to strengthen the appeal of religious tourism and expand the reach of the Kubro Pilgrimage as an intangible cultural heritage. The Kubro Pilgrimage has great potential in cultural diplomacy through religious tourism, and shows that local traditions can be an effective instrument in international relations.
