Abstract
This study explores the dynamics of social protest arising within the community as a result of issues in the distribution of Self-Help Housing Stimulus Assistance (BSPS). The primary objective of this research is to identify the contradictions within the aid distribution system that potentially trigger public dissatisfaction, the attitudes formed as reactions to perceived injustice, and the social protest behaviors that emerge as expressions of that dissatisfaction. This research employs a qualitative descriptive approach using Johan Galtung’s Conflict Theory, particularly his conflict triangle model, which includes the dimensions of contradiction, attitude, and behavior. A case study strategy is utilized to examine the problem in depth. Data were collected through direct field observation, in-depth interviews with informants, and documentation of relevant sources to gain a comprehensive understanding of the social protest dynamics at play. The findings reveal that social protest arose due to contradictions between community expectations and the implementation of the program by executing parties. Discrepancies in both the quantity and quality of building materials compared to the Budget Plan (RAB), along with a distribution system managed by a third-party vendor perceived as non-transparent and unfair, were identified as key triggers of tension. Community attitudes characterized by disappointment, suspicion, and anger were reflected in various forms of protest, both verbal and written, including through community figures such as neighborhood heads and group leaders. Nevertheless, the community continued to pursue constructive avenues for expressing grievances, utilizing both formal and informal channels. In response, implementing parties such as facilitators and BSPS technical teams sought to de-escalate conflict through mediation, coordination with BAZNAS, and improvements in the distribution process.
