Abstract
The Bus Rapid Transit (BRT) Trans Siginjai program in Jambi Province represents the local government’s initiative to provide efficient and equitable public transportation, yet its implementation remains suboptimal. Limited public use, an insufficient number of buses, minimal active routes, and a fragmented information system continue to hinder the achievement of policy objectives. This study employs a descriptive qualitative approach using William N. Dunn’s public policy evaluation theory to assess six dimensions: effectiveness, efficiency, adequacy, equity, responsiveness, and appropriateness. Findings reveal that the policy has not been fully realized, and strategic improvements are needed such as fleet expansion, route diversification, infrastructure upgrades, integrated complaint systems, and stronger community engagement to ensure the BRT system becomes more inclusive, adaptive, and sustainable. Furthermore, enhancing transportation data systems and fostering intersectoral collaboration are essential to strengthen service accountability. Realigning routes and adjusting schedules based on urban mobility patterns are also crucial steps toward positioning Trans Siginjai as a reliable mode of urban transport.
