Abstract

The coal transportation process at PT Putra Muba Coal poses a high risk of workplace accidents, primarily due to inadequate mining road conditions, operator fatigue, and insufficient compliance with safety procedures. This study aims to identify potential hazards, assess risk levels, and evaluate the effectiveness of risk control measures using the HIRARC method. The findings reveal that out of 50 identified potential hazards, 78% fall into the high to extreme risk categories, with risk values ranging from 12 to 25. The main hazards include slippery roads, heavy equipment blind spots, and operator fatigue. Recommended risk control measures include road infrastructure improvements, operator training, and the implementation of technologies such as fatigue detection systems. Analysis of 2024 accident data shows that 68.3% of cases involved property damage, with dump trucks being the dominant source of accidents (71.8%). The effectiveness of risk control still requires enhancement, particularly in work discipline and field monitoring. Consistent implementation of the recommendations can significantly reduce accident risks, supporting safer and more efficient operations.
