Abstract

This research discusses the analysis of cooperation between the Lubuklinggau City Districk Prosecutor and the Lubuklinggau City Inspectorate in preventing corruption. This type of research is empirical, using legislative approach, sociolegal approach, and conceptual approach, with the type and sources of data from primary data and secondary data. The technique of collecting data through literature study and field study, analyzed quantitatively, with deductive conclusion technique. The results of this study are, the implementation of cooperation between the Regional Development and Government Guard Team (TP4D) of Lubuklinggau City District Prosecutor and the Lubuklinggau City Inspectorate in the prevention of corruption in national strategic projects in Lubuklinggau City carried out based on the Rule of the Republic of Indonesia General Prosecutor Number : Per- 014/A/Ja/11/2016 concerning the Technical and Administrative Work Mechanism of Development and Government Guard Team of the Republic of Indonesia through a Memorandum of Understanding Number B-1412.a/N.6.16/Gs.1/05/2018 on all 28 work packages of The Lubuklinggau City Public Works and Spatial Planning Agency that has been completed and is still ongoing for the fiscal year January to October 2018. Constraints in implementation, related to the budget, particular budget from the government for TP4D assistance based on the Republic of Indonesia Prosecutor's Budget Implementation List (DIPA), only worth Rp. 46.800.000,- (forty six million eight hundred thousand rupiahs) per 6 (six) assistances for national strategic projects for 3 (three) legal areas of the Lubuklinggau City District Prosecutor, namely Lubuklinggau, Musirawas, and Muratara, not meeting the needs of a large area of accommodation of the total 28 national strategic projects in the 2018 budget year in Lubuklinggau City. Regarding law enforcer factor, the main constraints are : the large number of requests for national strategic project packages in Lubuklinggau City which need to be accompanied is not comparable to the number of Prosecutors available for duty; and the absence of TP4D in legal assistance at the initial stage (planning) of national strategic projects because of it’s passive nature.
