Abstract
The basic problem that will be appeared in the article is why Indonesia able to applicate four different constitutions, especially, on Human Rights, UUD 1945, with the foundation of only Preambule of UUD 1945 and Pancasila. From this question, indeed, we should address to the legal policy issues, approximately, political fighting to build legal policies. Pancasila and UUD 1945 should be lay down as a source from source of laws that exist in Indonesia, where Pancasila and Preambule of UUD 1945 as a reflection from the values and philosophic of Indonesian.
