Abstract
This paper tries to answer the question, why liberalization in higher education can be an alternative policy to utilize the demographic dividend? The explanation will be focused on the description of a few things. First, a general description of demographic dividend and the problems that follows. Second, explanation of the importance of pragmatic thought in every state policy making. Creating liberalization of higher education policy is a pragmatic way that can be taken by Indonesia, because we can still protect the national interest with it. Third, description rule of services liberalization in general ?especially in education services- such as what services it can be traded, and how the aplication of the principle of Most Favored Nation and National Treatment-. Fourth, suggestions related the good management in managing the liberalization of higher education. Special in fourth explanation, authors will review the experience of China -which before join in WTO has undertaken liberalization of education- which is considered quite successful with Guayou Minban system (good cooperation between government and private).
