Abstract

The research entitled "The Effectiveness of the Budget Shift Process of Guiding Activities and Election of Regional Head and Deputy Regional Head Elections in the Regional Secretariat and Autonomy Bureau of the Regional Secretariat (SETDA) of South Sumatra Province". This research is motivated by the failure to achieve the targets of the budget shift process carried out by the Regional Secretariat and Regional Autonomy (SETDA) Bureau of South Sumatra Province. The purpose of this research is to examine and analyze the effectiveness of the process of shifting the budget of the activities of the development and desk of the election of regional heads and deputy regional heads in the Regional Secretariat and Autonomy Bureau of the Regional Secretariat (SETDA) of South Sumatra Province. This research uses descriptive qualitative research methods, with data collection techniques interviews, observation, and documentation. To see the effectiveness of the process of the shift in the budget for the guidance and desk selection of the regional head and deputy head of the region seen from the seven indicators used to determine the success of the process of shifting activities that are included in three dimensions, namely Input, Convertion, and Output based on the effectiveness theory of Munir et al 2004 The results of this study indicate that the process of the shift in budget development activities and desk selection of regional heads and deputy regional heads in the Government Bureau of Regional Autonomy and Regional Secretariat (SETDA) South Sumatra Province has not been effective. This can be seen from the Convertion dimension (changes), namely in the preparation of a budget that is not yet right and there is a delay in the process of implementing a budget shift, ineffectiveness is also found in the Output dimension (output) because there is a delay in the issuance of the document implementing a budget shift that is the basis for implementing the budget shift.
