Abstract

This research is motivated by the phenomenon that is, the visit visa exemption user exceeds the visit permit and visa misuse limits. A single visit permit granted in legislation for thirty days and a recidence permit can not be extended or converted into another recidence permit, therefore it is necessary to analyze the factors that influence the implementation of the policy. This phenomenon is regulated in Presidential Regulation number 21 of 2016 on the Visit Visa Exemption. Article 4 paragraph (1) The recipient of the Visit Visa Exemption reffered to in Article 3 is granted a stay permit for a maximum length of stay of 30 (thirty) days, (2) The stay permit as reffered to in section (1) is non-extendable or convertible into another kind of stay permit. This reserch was conducted at the Immigration Office of Class 1 TPI Palembang. This type of reserch is descriptive using qualitative research methods. The type of data used is primary data and secondary data, while data collection techniques are carried out through observation, interviews, and documentation. This study uses a policy implementation model proposed by George C. Edward III. The results of this study indicate that the implementation of the visit exemption policy at the Immigration Office of Class 1 TPI Palembang is quite well implemented. Suggestions relating to the findings of this study are to provide socializayion and training to supervisory staff and to add supporting facilities to visit visa exemtion user policies, as well as to add regulations on the requirement for visit visa exemption users to report to the immigration office so that it is easier for supervision.
