Abstract

One of the public services provided by Indonesian National Police as a government agency is Integrated Police Service Center (SPKT) in Palembang City Police Department. The services provided such as the issuance of Police Note Certificate (SKCK) for essential administrative necesary requirement terms. Because of the importance of this document, many people come every day to make SKCK so the services that provided cannot fulfilled expectation. Considering the centrality of the SKCK publishing service at Palembang City Police Department, author is interested in conducting research for "Implementation of Service Standards Policy for Police Note Certificate Issuance at the Integrated Police Service Center of Palembang City Police Department". This research is a descriptive study with a qualitative approach. Descriptive research has the aim to describe the object or subject under study. The qualitative approach was chosen because this approach will get a clear research results related to the topics under study. Data collection techniques that researchers choose in the form of observation, interviews, and documentation. From several theories of policy implementation, the authors use the theory of Charles O. Jones. This theory has 3 aspects in analyzing policy implementation namely, organization, interpretation, and application. Based on the results of the research, there are findings regarding the lack of service personnel, there are infrastructure facilities that are lacking or not maintained, lack of briefing, education, and training of personnel. Suggestions that researchers can give are increasing the number of service implementation personnel, facilities in the form of fans that can support the comfort of the applicant, conducting education and training for personnel to refresh their knowledge, doing better briefings, and improving information boards for service time so that the information can become clearer for the people.
