Abstract

Kontrol Ruang Udara atau yang dapat disebut FIR, merupakan komponen paling penting dalam mengatur navigsai udara agar tercapainya lalu lintas udara yang lancar dan efektif pada suatu wilayah negara. Tiap – tiap negara memiliki hak atas kontrol wilayah udara didalam kedaulatannya, akan tetapi pada awal kemerdekaan Indonesia, Indonesia belum memiliki teknologi yang memadai untuk mengotrol ruang udaranya terkhususnya pada daerah Kepulauan Riau dan Pulau Natuna, sehingga ICAO (International Civil Aviation Organization) selaku Organisasi Internasional memberi mandat kepada Inggris untuk mengelola Kontrol Ruang Udara pada wilayah tersebut yang kemudian mandat tersebut dihibahkan pada Singapura pada tahun kemerdekaannya, 1946. Seiring berjalannya waktu, Indonesia berusaha untuk memperbaharui teknologi dan juga pengaturan – pengaturan pada kedaulatan udaranya, sehingga siap untuk mengelola Kontrol Ruang Udara pada wilayahnya yang pada saat ini masih di kelola oleh Singapura. Namun, proses pemerintah Indonesia untuk mnegambilalih ruang udaranya tidak luput dari hambatan – hambatan, dan tentu masih terdapat langkah – langkah yang dapat pemerintah Indonesia lakukan untuk mengambil alih Kontrol Ruang Udara pada wilayah Kepulauan Riau dan Pulau Natuna.
