Abstract

The background of this research is imlementation of elementary school student enrollment at elementary school number 80 Prabumulih’s and YPS number 2 elementary school Prabuulih’s. That isn’t done yet according to the rules Education and Culture Minister policcy No. 17, 2017. The purpose of this research to known implementation of Education and Culture Minister Indonesian Republic Policy no 17,2017 at elementary school number 80 and YPS number 2 elemnetary school Prabumulih’s. This research has two kind of data such as primary data and secondary data. Data collection technique of this research used an interview, observation, and documentation. For quantify successful, this research used Van Horn and Van Meter Theory. The result of the elementary student enrollment implementation that used Education and Culture Minister Policy Indonesian Republic number 17,2017 is the school kept accepted a student whose not appropriate by student age minimun rules, over maximun quote of new student, and not implemented yet zoning system. Then education authorities have to more active to socialize elementary school enrollment rules in Prabumulih city to developed the implementation of elementary school enrollmen in Prabumulih city suitable as education and culture minister rules number 17,2017.
