Abstract

The issue concerning the revision of the KPK law, the draft of the criminal code law, and other laws assessed as problematic in their discussion by the DPR at the end of the term period. This issue became popular news in the national media because the event occurred at the time of entering the period of new government cabinet in the year 2019. This issue has a connection with the political situation in Indonesia that is being very sensitive and makes the issue of democracy reappear due to restrictions made by the Government on the mass media in recent years. This research aims to know the construction of reality in framing by the media to the ruler through the news about the issue of the revision of the KPK Act, a draft of the criminal code and other laws assessed problematic that contained by one of the mass media in Indonesia, namely the Tempo. The study used a qualitative approach with the framing analysis method of Robert N. Entman. The object of this study was the main report of the Tempo magazine "Tersudut Milenial" edition of September 30-October 06, 2019. The results showed that Tempo magazine was constructing the issue with framing indicating the pressures made by the students and the public to the authorities to delay the ratification of several legal drafts and the issuance of government legislation of the surrogate. Framing the resulting Tempo magazine in the preaching of the revision of the KPK Law, the draft of the criminal code and other laws assessed by the problem are not separated from the ideology of Tempo.
