Abstract

The background that underlies this research is the problem that occurs about the process of registration or bookkeeping in the codification and the removal of goods that are not accompanied by reporting to the goods manager so that there are some obstacles in the implementation of policy state property administration in the Navigation District Class I of Palembang. This research intends to find out the process of implementation of policy state property administration in the Navigation District Class I of Palembang. The method used in this research is a qualitative method with a descriptive explanation level. The data sources of this research are primary data and secondary data collected through the technique of collecting active observations, interviews, and documentation. The theory used in this research is the theory of Charles O. Jones's policy implementation model which has three crucial activities as pillars to see what has been done or carried out in policy implementation including organization, interpretation, and application. The results found in this research are the implementation of policy state property administration in the Navigation District Class I of Palembang that has not appropriately implemented yet because it still has obstacles in the implementation process. On the organizational dimension, the common goals and organizational structure have gained clarity, and it can support well implemented. However, for coordination between the parties involved still have obstacles in coordination with goods users and the division of tasks has not been adequate because of limited human resources. The interpretation dimension also has not been implemented well, and there is only one indicator, that is implementer response that has been implemented both users and managers respond positively. While for the cognition or understanding of the implementer and the tendency of values cannot be understood by the implementer, thus hampering the implementation process that is not compatible with applicable regulations. On the implementation dimension, there is only one indicator that has not implemented well yet, that is the smooth running of tasks and routine activities because it is not consistent between the scope of activities and still has obstacles. In contrast, indicators for supporting resources and problem solving have been implemented because they have adequate supporting resources and appropriate problem-solving methods.
