Abstract

This research is in background by problems related to the inaccuracy of the targets of the recipients of the Smart Indonesia Program, which are caused by several indicators. This study aims to find out, describe and measure the success of the implementation of the Smart Indonesia Program policy at the high school level in Tanjung Lubuk District. The research method used in this study is a qualitative description method. Sources of data obtained through primary data and secondary data, with data collection techniques used namely observation, interviews and documentation. This study uses policy evaluation theory according to Bridgman and Davis, there are four aspects in measuring the success of policy evaluation, namely input, process, output and outcomes. The results of the study show that the implementation of the Smart Indonesia Program policy has not run optimally. The input aspect is quite clear through clarity and understanding of policy or regulatory indicators, and funds, but the indicators of human resources are still not optimal because there is still a lack of human resources in implementing the program. In the aspect of the process still not running optimally and found various obstacles in the implementation process, this was due to the lack of socialization from both the school and the government regarding the Smart Indonesia Program policy to the target group of programs, data validation or verification process was not carried out invalid. In the output aspect, there were found students who were beneficiaries who were right on target and also some students who had received assistance that were not appropriate. In the aspects of outcomes it was found that the impacts felt by students who received assistance from poor families was realized with the help of these students in meeting school needs, but in some students who received assistance but came from capable or not targeted families found inappropriate use of funds with the aim of the program.
