Abstract

This research is motivated by the finding of obstacles in implementing SAKIP in the Class I Navigation District of Palembang. The obstacles faced were the delay in inputting reports due to the distance and time factors that were too far from the Class I Palembang Navigation District Office and in the review and evaluation process that is not carried out directly by APIP. The purpose of this research is to find out the implementation of the Government Agency Performance Accountability System Policy (SAKIP) in the Operational Sector of Class I Navigation District of Palembang. The concept used is the concept of policy implementation. The research method used is descriptive qualitative approach. The data collection techniques consist of interviews, observation and documentation. The results of this research indicate that the implementation of SAKIP policy in the Class I Navigation District of Palembang has not been implemented properly because there are still obstacles, namely there are still delays in inputting reports and there are still SAKIP functions that have not run smoothly. The suggestion of this research is that the Operations Division of the Class I Navigation District of Palembang further improves the compliance of report collection, improves the review and evaluation function, and improves the fulfillment of human resource needs according to the expertise and level of education.
