Abstract

This research is motivated by the formation of a regional regulation which is mandated by Domestic Regulation Number 21 of 2013. Narcotics problems and their inclusion are very dangerous and must be preventive efforts in the form of prevention so that new users do not appear, as well as seeing the process in the formulation of the regional regulation to deal with narcotics problems. The purpose of this study is to determine how the formulation of regional regulations on the facilitation of prevention and control of narcotics, psychotropic substances and other addictive substances in Palembang City tax on the Standard Operational Procedure for drafting Regional Regulations for the Legal and Human Rights Section of the Palembang City Regional Secretary Office. This research uses a qualitative approach with descriptive form. The data techniques used were interviews and documentation using David Easton's system model theory, namely input, process, output, feedback and the environment. The results showed that the policy formulation went well but there were still deficiencies. The input aspect shows that the Raperda is formed with existing inputs. The process that runs follows the flow of the standar operational procedure, but the discussion lacks accuracy in revising the draft local regulation. Aspects show the output of the Raperda with the enactment of the Perda. In the aspect of feedback, there is feedback that occurs during the discussion of regional regulations, namely improvements and re-discussion. Aspects of the economic, social and political environment are very accessible to the existence of drugs. Efforts that can be a solution to the problem of this research are staff or employees who understand their job duties, staff who are controlled with their field capabilities, coordination must be improved again, and there is photo documentation and keeping the results of meeting minutes so that they are well documented.
