Abstract
This study aims to produce printed teaching materials that have been tested as valid and effective. Collecting data used in this study are interviews and observations. The research and development model used is the rowntree model. This model begins with planning, development stage, and finally the evaluation stage. The evaluation stage consists of self evaluation, expert evaluation, one to one, and small group. The results of the study stated that the validation of maerial, media, language, and moral value development experts was declared valid by each validator. The next stage, it is call one to one, obtained a value of 86, 52% in in the effective category. The final stage, it is call small group, obtained a value of 84,64% with the effective category, to dertemine the effectiveness of the moral value teaching materials used. That way the teaching materials got an average score of 85,58% in the effective category. That way development of moral value teaching materials is valid, effective and can be use for educators and students in grade 3 elementary shools.
