Abstract

This study aims to determine and analyze the effectiveness of budget performance in the discussion of draft regional regulations in the DPRD of province Bangka Belitung islands in 2018. The type of this research is descriptive using quaelitative research methods. The type of data used is primary and secondary data, while the data collection technique uses observation, interview, and documenutation techniques. Informants in this study were the chairman DPRD of the province Bangka belitung islands, head of genaral and finance in the DPRD of province Bangka Belitung islands, the law firm/law part, public/stakeholder, regional government observers. The research was carried out in the DPRD of province Bangka Belitung islands. This study uses indicators of the effectiveness of budget performance, indicators that are used input, process, output, outcome, benefit, and impact taken from the theory money follow function. effectiveness of budget performance in the discussion of draft regional regulations in 2018 there was a drastic decrease in budget realization and the results of the number of regional regulations. The discussion of draft regional regulations in 2018, namely the realized budget is bellow 70%. The result from effectiveness of budget performance in the discussion of draft regional regulations in the DPRD of province Bangka Belitung islands in 2018 was decreased this was due to the lack of maximum on skills, organizational experience, technical training, and decreased discipline of DPRD members of province Bangka Belitung islands in 2018.
