Abstract

This research is entitled "Factors that influence the implementation of policies for the coaching and development of the sport of pencak silat in Ogan Ilir Regency". This was motivated by the decline in the sports achievements achieved by Ogan Ilir Regency, especially the sport of pencak silat. This study aims to see what factors affect the performance of the implementation of the policy of training and development of the sport of the pencak silat branch in Ogan Ilir Regency. This type of research is descriptive research and uses qualitative research methods. Data collection techniques are carried out through observation, interviews and documentation. This research uses an implementation model from Van Meter and Van Horn which says there are several factors that influence policy implementation, namely policy standards and objectives, resources, characteristics of implementing agents, communication between organizations, the attitudes of the implementers and social, economic and political factors. The results showed that the factors that influence the implementation of the policy have not been going well. due to limited resources, such as facilities and funds to support the implementation of policies for the guidance and development of Taekwondo sports in Ogan Ilir Regency. This research suggests that the local government of Ogan Ilir Regency increase the number and quality of resources to support the successful implementation of sports coaching and development policies in the Ogan Ilir district, so as to achieve the specified results.
