Abstract

This research is based on an increase in the defense budget of the Islamic Republic of Iran from 2014 to 2019, which is interesting to study because in previous years the Iranian defense budget has decreased. This paper aims to determine what international influence caused the Islamic Republic of Iran to increase its defense budget from 2014 to 2019. Using the theory of the complexity of regional security with a scale analysis level global power as well as using a qualitative descriptive methodology as an analysis tool, this paper concludes that Iran increases its defense budget due to enmity in the historical dimension with the US, threats in the security and economic dimensions that initiate regional security complexities. Hard Balancing conducted by the US against Iran through threats in the political, security, and economic fields as well as the unequal distribution of power between Iran and its regional rivals make Iran have to do balancing by increasing its defense budget. In addition, the JCPOA agreement ( Joint Comprehensive Plan of Action) or the Iran nuclear agreement was approved through a UN Security Council resolution to become Iran's gateway to modernizing its long-obsolete defense equipment after the Iran - Iraq war in 1980. This is because the JCPOA agreement eases various economic sanctions and arms embargoes by the United Nations, European Union, and the United States to Iran which resulted in an increase in Iran's defense budget in 2014 - 2018.
