Abstract

This research is a dilator behind the implementation of the Planning Realization of the budget is not carried out according to the target, as well as the realization of the budget of the learning task fund program that has not been optimal. This study aims to determine the management of the 2017 Learning Task Fund Budget in the Badan Kepegawaian Daerah Provinsi Sumatera Selatan. The method used in this research is qualitative method. Data collection techniques are done through in-depth interviews and documentation studies. The theory used in this study is the theory of financial management according to Ahmad Yani, where financial management can be seen based on three dimensions, namely planning and budgeting; implementation and administration; and accountability. Based on the results of research in the field shows that the planning and budgeting as well as the implementation and administration of the budget study Task, while the accountability is not good enough. The conclusion of this study is that the management of the 2017 Learning Task Fund budget in the Badan Kepegawaian Daerah can run well then, suggestions from the author: (1) needs to be made Standard Operating Procedures for Learning Task planning, (2) planning and implementation must be carried out by paying attention to the principles of effectiveness and efficiency, (3) grants for learning assignments are given not only for SPP money and book money but for the whole item.
