Abstract

Penulisan skripsi dilatarbelakangi karena hukum zakat profesi ini merupakan hukum yang baru diberlakukan di kota Palembang melalui Peraturan Daerah Nomor 4 Tahun 2017 Tentang Pengelolaan Zakat oleh karena itu masih minimnya kesadaran dan pengetahuan masyarakat tentang zakat profesi khususnya dikalangan Aparatut Sipil Negara dengan ini perlunya pelaksanaan lebih lanjut oleh Badan Amil Zakat Nasional Kota Palembang agar masyarakat lebih paham dan melaksanakan zakat profesi sebagaimana seharusnya. Permasalahan yang dibahas dalam skripsi ini adalah: 1. Bagaimana pelaksanaan zakat profesi terhadap Aparatur Sipil Negara di Kota Palembang?, 2.Faktor-faktor apakah yang menjadi penghambat dan pendukung dalam pelaksanaan zakat profesi terhadap Aparatur Sipil Negara di kota Palembang?. Jenis penelitian dalam skripsi ini merupakan penelitian hukum empiris yang menggunakan pendakatan perundang-undangan dan pendekatan analitis. Hasil pembahasan dari penelitian ini menyimpulkan bahwa: 1. Pelaksanaan zakat profesi terhadap Aparatur Sipil Negara menurut PERDA Kota Palembang No. 4 Tahun 2017 Tentag Pengelolaan Zakat sudah efektif dan menyeluruh di semua Aparatur Sipil Negara yang telah memenuhi syarat wajib zakat. 2. Ada beberapa faktor-faktor yang menjadi penghambat yaitu masih melekatnya budaya masyarakat, Masih kurangnya kepercayaan para muzakki, Keterbatasan alokasi atau pos dana, serta Adanya lembaga zakat lain dan faktor pendukung yaitu, Adanya UU No. 23 Tahun 2011, Adanya Peraturan Daerah Kota Palembang Nomor 4 Tahun 2017, Adanya Keputusan Walikota Nomor: 276/KPTS/II/2017, serta Memiliki donatur atau muzakki dari golongan PNS
