Abstract

ABSTRAK Penelitian ini membahas tentang dampak Pandemi Covid-19 pada perubahan anggaran program Peningkatan Kesempatan Kerja Untuk Warga Miskin di Dinas Tenaga Kerja dan Transmigrasi Provinsi Sumatera Selatan tahun anggaran 2020. Penelitian ini dilatarbelakangi oleh adanya Pandemi yang berdampak pada perubahan anggaran program Peningkatan Kesempatan Kerja Untuk Warga Miskin sesuai dengan surat edaran Gubernur Sumsel pada tanggal 11 Juni 2020 Nomor 900/1425/BPKAD-11/2020 perihal penjadwalan ulang APBD Tahun Anggaran 2020. Jenis Penelitian ini adalah deskriptif yang menggunakan metode kualitatif. Jenis dan sumber data yang digunakan adalah data primer dan data sekunder, sedangkan teknik pengumpulan data dilakukan melalui dokumentasi dan wawancara. Penelitian ini menggunakan teori dari Nordiawan dan Hertianti terkait anggaran sektor publik. Hasil penelitian ini menunjukkan bahwa dalam pelaksanaan program Peningkatan Kesempatan Kerja untuk warga miskin belum sesuai dengan target yang direncanakan dalam rencana strategis Disnakertrans Provinsi Sumsel, dimana pada masa Pandemi Covid-19 ini hanya ada satu kegiatan yang dilaksanakan sehingga berdampak pada jumlah target penerima manfaat bantuan. Ketidaksesuian ini menunjukkan bahwa terjadinya Pandemi Covid-19 yang menyebabkan terjadinya perubahan anggaran sehingga ini berdampak pada pelaksanaan program serta tujuan dari hasil yang ingin dicapai sebelumnya. Saran yang menjadi rekomendasi masukan pada penelitian ini adalah pentingnya dalam menyusun skala prioritas untuk alokasi anggaran kegiatan dalam memaksimalkan pelaksanaan program dan melakukan monitoring dan evaluasi terkait pencapaian hasil kegiatan yang telah dilaksanakan untuk mencapai tujuan yang diinginkan. Kata kunci: Dampak Pandemi Covid-19, Perubahan Anggaran ABSTRACT This research is motivated by the covid-19 pandemic which had an impact on changes to the work opportunity improvement program for the poor citizens according to the circular letter of the Governor of South Sumatra on June 11, 2020 Number 900/1425/BPKAD-11/2020 regarding the rescheduling of the APBD for Fiscal Year 2020. This type of research is descriptive using qualitative methods. The types and sources of data used are primary data and secondary data, while data collection techniques are carried out through documentation and interviews. This study uses the theory of Nordiawan and Hertianti related to the public sector budget. The results of this study indicate that the implementation of the Employment Opportunity Improvement program for the poor has not been by accordance with the targets planned in the strategic plan of the South Sumatra Province Manpower and Transmigration Office, where during the Covid-19 Pandemic there was only one activity carried out so that it had an impact on the number of target beneficiaries of assistance. This discrepancy shows that the occurrence of the Covid-19 Pandemic caused a change in the budget so that this had an impact on the implementation of the program as well the objectives of the results to be achieved previously. Suggestions that become recommendations for input in this research are the importance of developing a priority scale for budget allocation for activities in maximizing program implementation and monitoring and evaluating the achievement of the results of activities that have been carried out to achieve the desired goals.
