Abstract
FACULTY OF PUBLIC HEALTH SRIWIJAYA UNIVERSITY Thesis, July 8th 2021 Alfania Putri Melfran Nazara, Supervised by Dr. Haerawati Idris, S.KM., M.Kes Implementation of Family Planning Program Policy During The Covid-19 Pandemic at Sako Health Center XV + 210 pages, 11 tables, 2 pictures, 8 attachments ABSTRACT Indonesia is the country with largest population and has continued to occupy the 4th position in the world since 1980. During the Covid-19 pandemic, the BKKBN has recorded 400,000 unwanted pregnancies due to many acceptors dropping out of family planning. This study aims to analyze the implementation of the family planning program policy during the Covid-19 pandemic at the Sako Health Center. The research method used is qualitative with 18 informants. Data were obtained through in-depth interviews, observation, and document review. The validity of the information is done by testing the validity of the triangulation which is presented in the form of a narrative. The theory used is George C Edward III's Theory with components of communication, resources, disposition, and bureaucratic structure. The results of this study indicate that from the communication component the clarity and consistency indicators have been running well but the transmission indicators are not optimal, from the resource component several indicators are not optimal, namely human resources, information, and facilities, then from the disposition component, the attitude indicator of implementers who perceive unfavorable and enthusiasm that does not show an increase in participant visits can hinder policy implementation, as well as from the components of the bureaucratic structure, namely the SOP component and coordination that has been running optimally. The conclusion in this study is that the implementation of the Family Planning Program policy during the Covid-19 Pandemic at the Sako Health Center has not gone well because in its implementation there are still several indicators that experience obstacles, namely in terms of communication, resources, and disposition. The suggestions given include increasing the dissemination of information through the use of information technology, adding new officers, making an integrated health center sign system seen, providing additional incentives, and increasing the enthusiasm of family planning participants with "EMAS" efforts during the Covid- 19 pandemics.
