Abstract

This research is motivated by the not yet significant increase in Home Industry and the participation of women is still moderate. Even though the Home Industry mentoring program from the PPPAPM Office of Palembang City was implemented in 2016. The research aims to determine the success of implementing the general guidelines for developing home industry policies to improve family welfare through empowering women in Palembang City. The theory used is the implementation theory of Merille S.Grindle. According to this theory there are two aspects that determine the successful implementation of policies that contents of the policy and the policy environment, success is measured by the change and its impact and providing a barometer of the process of achieving the final results(outcomes),which is achieved whether or not the objectives to be achieved. The research method uses Mixed Methods Exploratory Sequential design, where data collection begins with qualitative data followed by quantitative data by distributing questionnaires to 44 Home Industry players. The results of this study indicate that this program has changed the income of home industry women from Rp. 500.000,00 to Rp. 1,500,000,000.00. However, it has not had an impact on the welfare of women which is the goal of the Home Industry policy. From the aspect of policy content, namely the aspect of the location of decision making and the aspect of resources, 52.27% have not been implemented and the lack of resources from the implementers. From the aspect of the policy environment, namely the characteristics of institutions that are less responsive in responding to inequality in the distribution of IR goods. This makes the home industry players in their meager participation, the distribution of aid tools resources to IR actors is inconsistent (uneven). The results of this study recommend the existence of a communication forum and transparency of funding for the distribution of aid goods from the implementing party.
