Abstract

The International Whaling Commission (IWC) established a moratorium on commercial whaling in 1985. IWC members are still allowed to hunt whales for research purposes. One of them is Japan which conducts whaling under the Japanese Antarctic Research Program (JARPA). However, in 2014 this program had to be terminated by the IWC which finally Japan decided to leave the IWC membership in 2018. In this study the author aims to determine the determinants of Japan's foreign policy which releases its membership status from the IWC. To analyze these factors, the author uses the theory of Foreign Policy Making, Foreign Decision Making. This research uses qualitative and descriptive methods throughtechniques library research. The type of data collected consists of secondary data. The results of this study indicate that the domestic determinants of the Japanese government and society agree not to let go of what has become part of their culture for granted. Japan's economic determinants think it is better for them to do commercial whaling in Japan's ZEE. Japan's international determinants were not recognized and did not receive support, so Japan officially left the IWC in 2018.
