Abstract

Humanitarian diplomacy is the guideline for the Indonesian state in participating in condemning the humanitarian crisis that occurred in one of the armed war conflicts that are currently emerging, namely the Syrian state war conflict. The purpose of this study is to review and answer research questions, namely "what are the forms of Indonesia's humanitarian diplomacy in efforts to protect civilians in the case of the 2012-2016 Syrian war"? The research was compiled with a background detailing the dynamics of the Syrian war conflict, the impact of the humanitarian crisis that occurred to the reactions of international actors. Where the data adapted is secondary data obtained by library research, newspapers, official websites. The research is also equipped with the concept of international humanitarian law and the humanitarian diplomacy of the Indonesian state as an international actor. The results of this research classify the forms of Indonesian humanitarian diplomacy through three forms; Involvement in the United Nations, categorized by Indonesia's activities in UNPKO, the election of Indonesia as one of the observer delegations, the activities of the Indonesian state in the United Nations Peacekeeping Organization (UNPKO) and the United Nations Committee High for Refugees Organization (UNCHR) including in dealing with refugees from Syria. as cooperation with international and national rescue agencies, including cooperation between Indonesia and the ICRC as well as the distribution of medical assistance and medicines by national rescue agencies as well as humanitarian cooperation efforts carried out by various national agencies and non-governmental organizations or non-governmental organizations including Global Qurban program, Lets help Syria and various other non-governmental organization presences.
