Abstract

This study aims to determine the implementation of the Child Identity Card Policy at the Population and Civil Registration Office of Palembang City during the corona virus disease 2019 (Covid-19) pandemic. The implementation of the Child Identity Card Policy during the Covid-19 pandemic did not experience a significant increase in Child identity Card coverage from the target set for 2021 by 60%, but only 47% was realized. This type of research uses a qualitative descriptive approach. Data collection techniques used are observation, interviews, and documentation. The results of the research from the Implementation of Child Identity Card Policy at the Population and Civil Registration Office of Palembang City during the covid-19 pandemic on the variable level of compliance was quite good, the variable of a routine function and the absence of problems was not good and the variable of implementation and impact was still not good. Things and efforts that must be made by the Population and Civil Registration Office of the City of Palembang towards the implementation of the Child Identity Card policy are to hold as many Child Identity Card forms as data from children who are obliged to Child Identity Card to increase the coverage of Child Identity Card ownership following the targets that have been set. Thus, children in the city of Palembang get Child Identity Card with the aim of increasing data collection, protection, and public services as well as an effort to provide protection and fulfillment of the constitutional rights of citizens, by the objectives of Minister of Home Affairs Regulation Number 2 of 2016.
