Abstract

Banyuasin is a district in South Sumatra that has the most narcotics trafficking cases and suspects from Malaysia in 2020. The increasing cases and suspects that occurred from 2018 to 2021 made Indonesian National Anti-Narcotics Agency or Badan Narkotika Nasional (BNN) try to securitize the threat of narcotics trafficking in Banyuasin. This study aims to determine the securitization carried out by the BNN South Sumatra Province as a Non-Ministerial Government Institution that has government duties in the field of prevention, eradication of abuse and illicit trafficking of narcotics in the South Sumatra region. Because the narcotics is a serious problem and threatens the safety of the people of South Sumatra, especially the people of Banyuasin. This study uses a qualitative research method with a descriptive approach. Data collection techniques used are interviews, literature study and documentation. The theory used in this research is the security theory by Barry Buzan, Ole Waever and Jaap de Wilde. With this theory, the securitization carried out by BNN South Sumatra Province was explored through five indicators, namely security actor, speech acts, reference object, audiences and extraordinary measures. Through these five indicators, it was found that the actor who carried out the securitization was the BNN South Sumatra Province which saw the threat of narcotics trafficking by conducting socialization at the Banyuasin Manpower and Transmigration Office, conducting hearings with the Governor of South Sumatra Province and outreach through social media. This activity was well received by the audience so that the BNN of South Sumatra Province could take firm steps. The Governor of South Sumatra Province helped add facilities and issued policies to deal with these threats.
