Abstract
At the end of mining activities Sungai Pangean Jaya Company leaves ex-mining land with ex-mining pits (voids) and not in the form of vacant land/non void one. This is in line with the prevailing laws and regulations regarding the obligations after mining activities are completed/closed (post-mining). Based on the government regulations (PP) No. 78 of 2010 and the Minister of Energy and Mineral Resources No. 07 of 2014, these have stipulated that every mining company that has a Production Operation Mining Business License is required to carry out its commitment for reclamation and mine closure activities as stated in the Document of Environmental Impact Analysis (AMDAL) and Post-mining Documents. Mining companies basically from time to time have carried out the rehabilitation of non-active mining areas actively and progressively to meet mining regulations, especially the reclamation of ex-mining land in the form of voids and non-voids. The reclamation activities on the ex-mining land (non void) are carried out, and are expected to have economic, social, and environmental benefits to both the surrounding community and the ecosystem comprehensively while adhering to vigilance over security and public health risks. One of the instruments that can be taken to adopt a policy, plan, program, or project is economic valuation. Based on the research objectives, this research was classified as a descriptive study in which this research provided an overview of the environmental setting of coal mining and the economic value of the planned use of ex-mining land (non void) as a carbon assimilator. The data processing and analysis techniques were carried out using an extended benefit and cost analysis of benefit and cost analysis (extended NPV). The results of the study identified that the environmental characteristics of the coal mine of Sungai Pangean Jaya Company were; (a) the climate was classified as tropical; (b) vegetation was in the form of rubber, oil palm, shrubs. The method used in analyzing the economic value was extended NPV analysis. The results of the analysis of the economic value of the use of ex-mining (non void) coal mining land as a carbon assimilator was in a positive extended NPV value of Rp. 1,961,057,020, or 1.9 billion rupiah which meant that ex-mining land could provide positive benefits as a carbon assimilator.
