Abstract
This study aims to analyze the initial conditions that triggered the collaboration process of actors in the Desa Peduli Gambut program in Kutaraya Village, Ogan Komering Ilir Regency, South Sumatra Province, using the mindset developed by Ansell and Gash (2008). Primary data were collected using interview techniques, documentation, observation and analyzed using Atlas.ti 9 software. Meanwhile, secondary data are obtained through literature studies and documentation studies. The results of this study show that the initial conditions in the process of collaborating with actors in the Desa Peduli Gambut program were triggered due to an imbalance in resources between actors involved in collaboration. However, there are empowerment strategies that strong actors do to weak actors. Although there are actors who have a history of conflict and trust tend to be negative, this situation does not really hinder the process of implementing the program because conflicts occur internally in farmer groups that have been resolved by deliberation and the actors have their own work foundation so that they continue to work in the implementation of the program. Researchers recommend having periodic meetings of actors, managing the human resources of all actors, and having written work standard operating procedures.
