Abstract

This study aims to determine how to efforts the International Labour Organization (ILO) in protecting migrant workers in Qatar in preparation for the 2022 World Cup. Criticism arises from the international communities due to Qatar used an exploitative labour policy called the Kafala system to apply to its migrant workers in build World Cup facilities. The ILO emerged as an international organization that has international labour standards and ensuring that will guarantee workers’ rights. A qualitative descriptive approach is used as a methodology in this study with secondary data sources obtained from official reports published by institutions, journal articles website and other supporting documents. The concept of the role of international organizations from Clive Archer is used in this study. The results of this study found that as an instrument, the ILO was used as a tool to restore the country’s image by taking advantage of technical cooperation with th ILO. As an arena, the ILO provided the International Labour Conference forum for its member countires and the ILO held meetings in the field of transportation and hospilatility with other international organizations to help protect migrant workers in Qatar. As an actor, the ILO conducted high-level tripartite mission to Qatar to meet stakeholders, workers, visits to companies and locations in Qatar and ILO initiats comprehensive technical cooperation with 5 important strategies that improving wage protection system, monitoring standards employment an OSH, abolition of the Kafala system, protection against forced labour and promotion of workers’s voice. These efforts by the ILO have given migrant workers more freedom and legal protection in Qatar. Keywords: International Labour Organization, Kafala, Migrant Workers, Qatar, World Cup
