Abstract
ABSTRACT Forest deforestation and degradation are one of greenhouse emissions contributors that affect climate change. This is caused by land reduction activities and forest fires. South Sumatra Province is an area that has extensive forests and peatlands so that it`s potential for climate change mitigation in the forestry and land sector. Furthermore, South Sumatera Province encouter forest and peta fires frequently and release high emissions. Climate change in South Sumatera Province proved by enhacement of the air temperature which reached 37⁰C in 2019 and decrease of the rainfall that caused the area becomes dry. This research focuses on seeking the role of INGOs in climate change mitigations in the forestry sector, that is ICRAF, an environmental INGO engaged in research and development regarding the important role of trees for humans and environment. The research method of this research is descriptive qualitative with primary data sources through interviews with ICRAF South Sumatera Coordinator and secondary data sources through literature review. This research uses the role of INGOs theory by David Lewis and Nazneen Kanji which divides INGO roles into three categories, namely Implementer, Catalyst and Partnership. The results of this research shows ICRAF’s role as implementers by providing services through Land4Lives program, Incubator of Young Landscape Researcher (IPML), Peatlands Road Map (PEGARI) and Peatland Hero Project. ICRAF’s catalyst roles including advocation role through Peat Wiki and innovation through Peat-Impacts project and LUMENS. And The Partnership roles are partnership with South Sumatera government to arrange South Sumatera Regional Action Plan in Reducing Greenhouse Gas Emissions 2010-2030 and South Sumatera Green-Growth Plan 2017-2030. Furthermore, ICRAF cooperates with South Sumatera government and supported by CCROM and GIZ in LAMA-I Project. ICRAF also focuses on managing and protecting peatlands in these mitigation actions.
