Abstract

This study aims to evaluate the financial management of Village Community Empowerment Department based on planning, administration and financial accountability aspects created by the Village Community Empowerment Department with the approval of the Central Governmenthas been complies or not with BLUD guideline rules. The result showed that Village Community Empowerment Department has implemented administration, planning, and accountability in accordance with the BLUD guideline rules. However, there are still moderate issue, such as administration and planning in the budget each year from 2012-2016 that are always changing so that the activities are always underfunded. To improve the effectiveness of basic financial and planning management, the authors suggested that Village Community Empowerment Department make some changes based on the evaluation and suggestions that have been submitted.
