Abstract

Letak Indonesia yang strategis menjadikan perairan Indonesia rentan terhadap berbagai jenis ancaman dan situasi politik regional di Kawasan Asia-Pasifik yang dinamis karena itu kerja sama bilateral Indonesia-Tiongkok pada bidang pertahanan menjadi penting untuk menjaga stabilitas di kawasan, hal ini juga berkaitan dengan kewajiban negara untuk melindungi bangsa Indonesia yang diamanatkan pada pembukaan Undang-Undang Dasar 1945 Alinea ke-IV. Kerja sama pertahanan dengan Tiongkok telah terjalin sejak lama sebelum masa pemerintahan Presiden Joko Widodo dengan adanya nota kesepahaman mengenai aktivitas di bidang pertahanan tahun 2007 kemudian pada tahun 2017 implementasi kemitraan strategis komperhensif antara pemerintahan Republik Indonesia dan Pemerintahan Republik Rakyat Tiongkok yang didalam nya terdapat kerja sama pada aktivitas bidang pertahanan. Penelitian ini menggunakan metode kualitatif dengan berfokus pada studi kepustakaan dan wawancara. Teori yang digunakan dalam penelitian ini kepentingan pertahanan yakni kewajiban negara untuk melindungi bangsa Indonesia, diplomasi pertahanan yakni kerja sama militer dengan melakukan kerja sama yang luas untuk melakukan peran utama politik yang bertujuan untuk membangun kepercayaan kedua negara. Dan kerja sama bilateral adanya interaksi kedua negara melakukan perjanjian, tukar menukar pejabat, serta kunjungan kenegaraan. Hasil penelitian ini juga memperlihatkan terwujudnya kerja sama pertahanan antara Indonesia dan Tiongkok dengan adanya kunjungan pejabat pertahanan dan kerja sama pada industry pertahanan. Indonesia's strategic location makes Indonesian waters vulnerable to various types of threats and the dynamic regional political situation in the Asia-Pacific Region. Therefore, Indonesia-China bilateral cooperation in the defense sector is important to maintain stability in the region, this is also related to the state's obligation to protecting the Indonesian nation as mandated at the opening of the 1945 Constitution IV paragraph. Defense cooperation with China has existed long before President Joko Widodo's administration with a memorandum of understanding regarding activities in the defense sector in 2007 and then in 2017 the implementation of a comprehensive strategic partnership between the government of the Republic of Indonesia and the Government of the People's Republic of China which includes cooperation on defense activity. This study uses qualitative methods by focusing on literature studies and interviews. The theory used in this study is defense interests namely the state's obligation to protect the Indonesian nation, defense diplomacy namely military cooperation by carrying out broad cooperation to carry out a major political role that aims to build trust between the two countries. And bilateral cooperation is the interaction between the two countries in making agreements, exchanging officials, as well as state visits. The results of this study also show the realization of defense cooperation between Indonesia and China with visits by defense officials and cooperation in the defense industry.
