Abstract
Indonesia is included in the sequence number 57 in the category of countries with a health workforce crisis. Data on Health Workers by Regency/City (Person) 2019-2021 in Palembang City Based on Dinas Kesehatan Provinsi Sumatera Selatan at the Badan Pusat Statistik shows fluctuation rates, especially in the distribution of doctors, dentists and midwives in Palembang City. The fluctuation of health workers in Palembang City in the last three years (2019-2021) is a reflection of how Health Human Resources Management in Palembang City is. This study aims to analyze and compare Health Human Resource Management in Palembang City between Government First Level Health Facility and Private. This study uses qualitative methods with in-depth interview techniques, observation, and document review. The results of the research on the comparison of Government First Level Health Facility and Private First Level Health Facility show that the analysis and design of Government First Level Health Facility are strict, systematic, and procedural, while Private First Level Health Facility are not strict and procedural. Recruitment and selection for government First Level Health Facility is scheduled, while private First Level Health Facility are not scheduled, which adjusts when they need new health workers, government First Level Health Facility receive more training and development than private First Level Health Facility due to receiving training and development from government agencies, compensation to government First Level Health Facility is paid at the beginning of the month while private First Level Health Facility are paid at the end of the month, performance appraisals to government First Level Health Facility are strict, and procedural, while Private First Level Health Facility do not have performance appraisals but still have strict regulations in the form of a warning letter (SP) when committing a violation, and on employment relations in Government First Level Health Facility based on the Discipline Law while Private First Level Health Facility do not. Suggestions from researchers are Dinas Kesehatan Kota Palembang to continue to pay attention to developments from the vacancy of health workers who are still widely uneven in the health centers in Palembang City, especially doctors, dentists and midwives as well as other health workers. Palembang City Health Office can continue to try to find the best solution to handle this.
